Kurdistan Calls For A Review Of The Draft Budget Law Before Voting
In a statement, the Council said that the Kurdistan Region’s Council of Ministers held its regular meeting chaired by Prime Minister Masrour Barzani, during which it discussed several important items on the agenda.
Under the first agenda item, the Kurdistan Regional Government’s negotiating delegation reviewed the results of its recent discussions with the Federal Ministry of Finance regarding Article 10 of the draft federal general budget law for 2027, according to the statement.
The meeting also discussed the outcomes of a visit to the Region by a high-level federal delegation headed by the Deputy Prime Minister for Energy Affairs and including the Ministers of Oil and Electricity. The discussions focused on oil and energy issues within the framework of the draft federal budget.
The Council of Ministers reiterated that the Kurdistan Region is a federal entity recognized by the Constitution and that its rights, powers, and financial entitlements are safeguarded under the Constitution. It stressed that the federal budget must be prepared in accordance with the principles of constitutional compliance, justice, and genuine partnership, away from any unilateral decisions or measures by the federal government.
The Council also stressed the need to determine the Kurdistan Region’s share of the federal budget based on its population ratio of 14.14%, in accordance with the results of the latest general census, ensuring all the Region’s rights and financial entitlements.
The Council of Ministers instructed its negotiating delegation to identify and clarify the constitutional deficiencies resulting from inaccuracies in the provisions and tables included in the 2027 budget draft prepared by the Federal Ministry of Finance, which it said infringe upon the Region’s rights. The delegation was also directed to submit these observations, along with proposed alternatives and constitutional, legal, and financial evidence, to the federal authorities and the political parties forming the government cabinet, with the aim of reviewing and correcting the draft.
The Kurdistan Regional Government Council of Ministers further called on the Federal Council of Ministers not to submit the budget draft in its current form for discussion and voting before the necessary revisions are made and the Region’s constitutional rights and financial entitlements are incorporated.
The Regional Government considered that reaching a mutual understanding on the 2027 budget bill under the federal government headed by Ali al-Zaidi represents an opportunity to achieve a fundamental solution to outstanding financial issues and overcome the recurring financial crisis that arises with each new fiscal year.
The Council affirmed that the Regional Government had fulfilled all its required constitutional and legal obligations without relinquishing the constitutional rights and financial entitlements of the citizens of the Kurdistan Region.
The Council of Ministers expressed its support for the negotiating delegation, affirming its commitment to continuing dialogue with the federal government to reach a fair agreement that safeguards rights and financial entitlements and strengthens the foundations of federal partnership. /End
